The Pratt County Commissioners are vested by Kansas State Statute 19-212 with both legislative and administrative powers and duties. These powers and duties include the following.
1. Supervision of county
property
2. Organization of township following statutory procedures
3. Control of the financial affairs of the county
4. Approval of the annual budget
5. Levying of county taxes
6. Designation of depositories for the County Treasurer
7. Construction and maintenance of county roads and bridges
8. Approval of land use and zoning policies for the county
9. Issuance of bonds
10. Awarding of contracts
11. Incorporation of cities
12. Creation of special districts
13. Setting of salaries of all county officials
14. Providing a jail, courthouse, office space, and supplies for all
county officers and the district court
15. Appointment of members of various boards and commissions
The Commission also serves as the County Board of Canvassers for elections.
The County Commission meets every Monday at 9:00 a.m. in the County Commission Board Room located on the first floor of the County Courthouse,300 S. Ninnescah, Pratt, Kansas. If a holiday falls on Monday, the meeting is moved to Tuesday of that week. All meetings are open to the public.

Charles F. Rinke was elected to the Pratt County Commissioners in November of 1994. He served as Commissioner Chairman in 1998 & 2004. As a County Commissioner Charles has served on the South Central Community Corrections Advisory Board, the R.S.V.P. Board, the Sunflower RC & D Board, and the Organizing Board for J.J.A.G. Charles graduated from Sharon High School in Sharon, Kansas and entered the U.S. Air Force in which he served until 1956. He attended electronic and marketing schools in Detroit, Michigan and St. Louis, Missouri. He was employed with Burroughs Corporation for 17 years as an Electronic Field Engineer, living in Garden City, Kansas and Dodge City, Kansas before moving to Pratt in 1963. In 1974 Charles resigned from Burroughs Corp. and bought an established office equipment business, which he operated until retirement in 1994. Charles and his wife JoAnn have been married for 47 years and have three daughters and one son. He also has five granddaughters and two grandsons. Charles can be reached through

Joe Reynolds was elected to the Pratt County Commission in November of 2000 and took office in January of 2001. He is serving his second term. Joe is a businessman as co-owner of J & R Underground Sprinklers. He is a Pratt native and graduated from Pratt High School in 1969. He currently lives in Pratt with his wife, Shirley.
